How Site Access, Records, and Scope Affect Land Survey Turnaround

Learn how site access, property records, and survey scope affect land survey turnaround—and what Washington project teams can prepare before work begins.

Land survey turnaround depends on more than the number of acres involved. Three of the biggest variables are whether the field crew can reach the areas that must be surveyed, whether the relevant property records can be located and reconciled, and whether the requested scope is clear before work begins.

Project teams can prevent many avoidable delays by resolving those issues at kickoff. They cannot eliminate every unknown—field conditions and conflicting evidence are part of surveying—but they can give the surveyor a clean starting point.

Site access determines when fieldwork can actually happen

A field crew cannot complete the required observations if part of the property is inaccessible. Locked gates, occupied buildings, restricted work areas, active construction, heavy vegetation and missing permission to enter adjoining property can all interrupt the planned field visit.

Access problems do not always stop the entire survey. They can still force a return trip, change the sequence of work or leave the surveyor waiting for authorization. Each additional mobilization adds coordination and can move the delivery date.

Before fieldwork is scheduled, the project team should confirm:

  • Who controls access to the property and any secured areas.
  • Whether keys, gate codes, escorts or advance notice are required.
  • Whether occupants, tenants, contractors or neighboring owners need to be contacted.
  • Whether construction activity will block property corners, control points or lines of sight.
  • Whether vegetation, stored materials or equipment limit safe access.
  • Whether the crew must follow site-specific safety or check-in procedures.

A short access conversation before mobilization is usually faster than solving the same questions after a crew arrives.

Records shape the research behind the fieldwork

Surveying combines field measurements with documentary evidence. Depending on the assignment, that evidence may include deeds, legal descriptions, recorded plats, easements, title information, prior surveys and approved site plans.

Complete records do not replace the surveyor’s independent research or professional judgment. They can, however, help identify the documents that matter and reveal conflicts early. An old survey supplied by the owner, for example, may point to monuments or recorded information that should be investigated. A current title report may identify easements that need to appear on the final deliverable.

Delays often occur when a document is missing, a legal description does not agree with the occupation on the ground, or neighboring records describe the same boundary differently. Those conditions may require additional research, field observations or coordination before the surveyor can reach a defensible conclusion.

Project teams should provide the documents already in their possession rather than attempting to decide which records are authoritative. Useful materials may include:

  • The current deed and legal description.
  • A title commitment or title report, when available.
  • Recorded plats, short plats and easement documents.
  • Prior boundary, topographic or ALTA/NSPS surveys.
  • Site plans, permit comments and agency requirements.
  • Known disputes, encroachments or boundary questions.

Scope determines the work required and the form of the answer

“A survey” is not a single deliverable. A boundary survey, topographic survey, ALTA/NSPS Land Title Survey, short-plat survey and construction-staking assignment answer different questions. Each can require a different mix of research, fieldwork, calculations, drafting and review.

Turnaround is affected by the size of the site, but complexity often matters more. A compact property with conflicting boundary evidence, dense improvements or extensive easements may require more work than a larger, uncomplicated parcel. The requested level of detail also matters. Locating major site features is different from documenting utilities, trees, finished-floor elevations, detailed contours or specific items required by an architect, engineer, lender or permitting agency.

The scope should identify both the survey type and the intended use. It should also state the required deliverables, coordinate system, accuracy or agency standards, and any deadlines tied to design, permitting or construction.

Scope changes after fieldwork begins can affect the schedule. If a design team later requests additional off-site features, a larger survey limit or information that was not part of the original assignment, the crew may need to return to the site and the drafting team may need to revise completed work.

What to settle before authorizing the survey

A useful kickoff does not need to be lengthy. The project team should be ready to answer five questions:

  1. What decision or submission will the survey support? The intended use helps determine the correct survey and deliverable.
  2. What area must be covered? Mark the project limits clearly, including any off-site or adjoining areas.
  3. What information must appear? Share design, lender, title and agency requirements at the start.
  4. What records are already available? Send the documents on hand and disclose known boundary or access issues.
  5. When is the information actually needed? Tie the requested date to the next project milestone rather than using an arbitrary deadline.

Ask what the turnaround estimate includes

A quoted turnaround can refer to different milestones. It may mean time to fieldwork, time to a preliminary base map, or time to a signed final deliverable. Project teams should ask when the clock starts and what event marks completion.

The estimate should also identify assumptions. If it depends on receiving title documents, obtaining access or confirming the final scope, those dependencies should be visible from the beginning. That gives everyone a shared schedule and makes it easier to see when a new request will affect delivery.

Fast work starts with a clean handoff

Site access, records and scope are practical inputs—not administrative details. When they are resolved early, the surveyor can plan the research, fieldwork and deliverables with fewer interruptions. When they remain open, even a straightforward assignment can require additional trips, research or revisions.

The best way to protect the schedule is to define what the project needs, provide the information already available and remove access questions before the field crew mobilizes. That preparation gives the survey team the clearest path to accurate work and a dependable delivery date.
